To ensure the smooth operation and benefit the institution, management guidelines for food and beverage sales within Sakon Nakhon Rajabhat University have been established
By virtue of Section 31 (2) of the Rajabhat University Act B.E., Sakon Nakhon Rajabhat University deems it appropriate to establish the following guidelines for selling food and beverages within the university as follows.
Clause 1: Rescind the announcement issued by Sakon Nakhon Rajabhat University on June 5, 2007, pertaining to the guidelines for vending food and beverages within the university. Additionally, revoke any prior announcements, orders, or resolutions that are incongruous or contradictory to the content of this announcement. This announcement shall serve as the prevailing directive.
Clause 2 of this announcement defines the following terms:
“University” means Sakon Nakhon Rajabhat University.
“chancellor” means the President of Sakon Nakhon Rajabhat University
“Supervisory Committee” means the body responsible for overseeing food and beverage sales within Sakon Nakhon Rajabhat University.
“Distributor” means food and beverage distributors within Sakon Nakhon Rajabhat University who have received approval from the supervisory committee and have met all stipulated requirements.
Clause 3 Qualifications of food and beverage distributors
3.1 Individuals or legal entities who, upon request, have successfully passed the evaluation or selection process conducted by the supervisory committee. They are then considered and chosen to become tenants for selling food and beverages within Sakon Nakhon Rajabhat University, having already entered into a contractual agreement with the university.
3.2 Entities or governmental departments operating within the university.
3.3 Other external government agencies that are not part of the university.
Clause 4: the criteria for entering the sale of food and beverages as follows:
4.1 Rental rate
4.1.1 The Supervisory Committee is responsible for reviewing or determining the annual rental price. In cases of lease renewal with the same tenant, the rent will be subject to an increase as per the resolution of the supervisory committee or as announced by the university.
4.1.2 The lease contract is valid for a maximum duration of one year, running from June 1 of each year to May 31 of the following year.
4.1.3 Rent Payment: The rent is to be paid in two installments.
The first installment is due on the contract date or on June 1 of each year.
The 2nd installment is payable on December 1 of every year.
4.1.4 Payment of Utility Bills (Water and Electricity Costs): The university will calculate the utility costs and issue a service invoice. Distributors are required to make payments at the Treasury Department, building 10, 1st Floor, and provide evidence of payment to the Property and Revenue Officer (immediately).
4.1.5 The distributor is prohibited from subletting or transferring their rights to another person without obtaining written permission from the authorized individual in accordance with this announcement.
4.1.6 Each food center vendor must designate a housekeeper and be responsible for the payment of cleaning fees, as agreed upon among the members of that food center.
4.1.7 For drinking water used by customers, orders and payments must be made to the Professional Experience Training Center, Ratchaphruek Drinking Water Production Plant.
4.1.8 Distributors are entitled to sell food and drinks within Sakon Nakhon Rajabhat University, with a limit of one lot per person.
4.2 Evaluation
4.2.1 The Supervisory Committee shall create a manual for selling food and beverages within Sakon Nakhon Rajabhat University.
4.2.2 The Supervisory Committee shall conduct assessments of cleanliness, food and drink quality, attire, and the hygiene of cooks or distributors as appropriate. These assessments will be summarized at least twice a year: the first time in August of every year and the second time in January of the following year.
4.2.3 Evaluations will be conducted by the Sakon Nakhon Provincial Public Health Office, university personnel, students, and general consumers who utilize the services. The evaluation results will be taken into consideration when granting permission for the sale of food and beverages within Sakon Nakhon Rajabhat University.
4.2.4 Distributors who do not pass the evaluation or selection by the supervisory committee have no right to sell food and drinks within Sakon Nakhon Rajabhat University. However, the Supervisory Committee may permit sales if it deems that the distributor passed the evaluation but needs improvement. In such cases, the distributor is required to take immediate corrective action. Once the issues have been corrected, and the evaluation is passed, they can resume sales.
4.2.5 The results of cleanliness assessments, food and drink quality, attire, and the hygiene of cooks or distributors will be shared with various professional experience training centers affiliated with the center, office, institution, faculty, and others.4.3 Location and others
4.3.1 Places selling food and drinks include:
1) Food court next to building 8
2) Sunflower Food Center
3) Cafeteria building (new)
4) Various professional experience training centers affiliated with the center, office, institution, faculty, and others.
4.3.2 The food court next to building 8 does not allow cooking to order. This is because the sound and smell of food disturb teachers and students. While there are teaching activities
4.3.3 Selling liquor, cigarettes, and all types of alcoholic beverages is prohibited. And do not bring liquor or any type of alcoholic beverage to drink in places that sell food and drinks.
4.3.4 Vendors engaged in the sale of food and beverages are obligated to conspicuously display signage that unambiguously itemizes the prices of the food and beverages on offer.
Clause 5 For food and beverage distributors according to items 3.2 and 3.3, request approval of projects or activities for selling food and beverages to the supervisory committee. To consider and present to the President for consideration on a case-by-case basis.
Clause 6 The sole authority to approve and enter into leases or contracts related to the sale of food and beverages within Sakon Nakhon Rajabhat University rests solely with the Rector.
Clause 7 The President of Sakon Nakhon Rajabhat University Maintain compliance with this announcement.
Clause 8 Where concerns arise regarding compliance with the requirements contained in this notice, The president retains the authority to interpret and decide on such matters. The decision made in this capacity is final.
This shall be considered as a practice guideline from the year 2013 onwards.
